People's concerns are growing as the number of arrivals from China increases due to China's easing of its zero-corona policy. On the 2nd, the government strengthened quarantine measures, such as mandating COVID-19 PCR (genetic amplification) tests for entrants from China, but holes are appearing one after another due to poor management such as system errors. While their positive rate of COVID-19 is also gradually increasing, it is pointed out that close additional policies by quarantine authorities are needed as Chinese people who have been confirmed to have COVID-19 flee after entering the country.
Ahead of the Lunar New Year, the largest holiday, the number of travelers from China is increasing rapidly around the world as China drastically eased quarantine measures on the 7th of last month. While overseas countries are tightening quarantine regulations by issuing "warning orders" for entrants from China, the Korean government has also mandated COVID-19 tests before and after entering the country. Entrants are required to undergo PCR tests within one day of entry.
On the 4th, the third day after the PCR test was mandatory, the positive rate of COVID-19 among inbound travelers from China is gradually increasing. According to the Central Disease Control Headquarters of the Korea Centers for Disease Control and Prevention, 61 out of 309 short-term foreigners who entered Incheon International Airport from China on the 2nd were confirmed. On the 3rd, the next day, 73 out of 281 short-term foreigners who entered the country tested positive, increasing the positive rate from one in five to more than one in four.
Due to the error in the quarantine authorities' management system for inbound travelers from China, concerns over poor management have increased, and a quarantine hole has also been confirmed. The system shares the list of arrivals from China with local governments and is used to manage Koreans subject to PCR tests at public health centers and foreigners staying for longer than 90 days. The Korea Centers for Disease Control and Prevention took measures to manually transfer information on arrivals from China to the information management system at around 6:30 p.m. the previous day, but the PCR test guidance for 2,000 people was not conducted on time.
Jung Woo-jin, an information statistics officer at the Korea Centers for Disease Control and Prevention, said, "It is difficult for the Korea Centers for Disease Control and Prevention to estimate how much information was not collected." On top of that, a foreigner in his 40s, who entered Incheon International Airport and was confirmed to have COVID-19, refused to be quarantined the afternoon before and fled, raising concerns over the spread of COVID-19 in Korea.
Shin (56), who suffered severe neck pain when he was infected with COVID-19, said, "Chinese people cannot believe their immunity even if they are vaccinated, not using vaccines used by other countries," adding, "I was worried since the first time I said I would enter the country, but I hope they manage it properly." Kim, a woman in her 40s living in Ilsan, Gyeonggi-do, also sighed, saying, "I don't know if (COVID-19) will spread again."
Experts pointed out that it is only a matter of time before domestic transmission due to COVID-19 infection of entrants from China. Chun Eun-mi, a professor of respiratory medicine at Ewha Womans University Mokdong Hospital, said, "Since entry restrictions are the best way, the government needs to take measures to reduce the number of arrivals as much as possible by combining foreign policy."
